N2 - Public sector organizations are digitalizing their services. This move requires new methods, services, and information systems, and increases the complexity and costs of IT systems. Organizations must transform their processes and services to develop a more effective way to meet these demands. Many public sector organizations have adopted the enterprise architecture (EA) approach to manage their IT infrastructure and ensure successful systems integration. In this paper, we study how the IT department of a public sector organization succeeded in organizational transformation. Because this transformation process was not smooth and easy, we focus on the tensions and paradoxes the IT department faced to understand if EA was responsible for the difficulties. Our qualitative inter-pretive case study suggests that problems often associated with EA do not originate from EA. Instead, they are manifestations of underlying organizational tensions arising from the ambiguous and changing role of the IT department - Rather than causing these tensions, EA implementation makes them visible.
